Abstract

In Algeria, the issue of urban growth holds its relevance and requests for reflection on how to consider the “subject city”. This reflection feeds on the chaotic and disturbing development of the “object city” induced by an urbanization policy that has favored spreading by a juxtaposition of programs and irrational land consumption, causing urban dysfunctions. The break points, at the level of urban growth experienced by Algeria, can be read through different modalities and rhythms. Algeria has adopted several forms of urban growth: through industry, housing, laissez-faire, control and revival. Today, the state relies on employers for a new form of urban growth. Decrypt the rapid growth in rupture with the pre-existing spatial structure and social evolution leads us to question the practices of the urban fact in Algeria and consequently to discuss the urbanism in its institutional, instrumental and social dimensions compared to the organizational logic. Urbanism is in crisis, the redesign requires a crisis strategy. First, a palliative on the range of tools of the classic urban planning. Then, a change of practice by the introduction of the urbanism of project associating with the urbanism of plan by bringing a device of portage and control in its complexity of actorial, sectoral and social dimension.
