| dc.description | The Algerian state has adopted many housing policies and programs, which aim, as a whole, to meet the housing needs and requirements of the population and individuals. The city of Ain Walman is one of the Algerian cities, which has experienced a diversity of housing programs, as the city had a large share of housing, according to the testimony of many stakeholders and actors. It resulted in the absence of adequate planning.It can be said that the various violations recorded in the city are due to the neglect of urban planning standards by the local authorities on the one hand, as well as to procrastination and mismanagement on the other hand, in addition to the negligence of the citizen of the rules of construction. Accordingly, it was necessary to develop procedures that correspond to the demand for housing, adopting population projections and estimating the housing deficit, as well as taking into account the conditions and environment of society, while taking into account the conditions and environment of the society. by adopting dissuasive laws that would preserve the aesthetic reconstruction treated. | |
| dc.description.abstract | انتهجت الدولة الجزائرية عديد السياسات والبرامج السكنية، التي تهدف في مجملها إلى تلبية حاجات ومتطلبات السكان والافراد من السّكن، حيث شهدت تلك السياسات تنوّعا وتعدّدا، باختلاف الظروف والانظمة الاقتصادية السّائدة،وتعتبر مدينة عين ولمان إحدى المدن الجزائرية،التي عرفت تنوّعا في البرامج السّكنية،حيث كان للمدينة نصيب معتبر من السكن بشهادة العديد من المتدخلين والفاعلين، إلاّ أنّ توطين مختلف المشاريع لم يجسّد إلى حدّ بعيد،فأقلمة البرامج السّكنية مع البيئة والمجتمع المستقبللها، هو ما أفرز في العديد من أحياء المدينة، غياب للتهيئة السليمة وانعدام التجهيزات والمرافق الضّرورية بها،ويمكن القول أنّ مختلف التجاوزات المسجّلة في المدينة مردّها إهمال الجماعات المحلية لمعايير التخطيط من جهة، وكذا التماطلوسوء التسيير من جهة أخرى، إلى جانب إهمال المواطن لقواعد البناء والتعمير وعدم إخضاعه للقوانين العمرانية المنصوص عليها.وعليه كان لابد من تطوير الآليات والإجراءات التي تتوافق والطّلب السّكني، باعتماد الاسقاطات السكانية وتقدير العجز السكني، كما تراعي ظروف المجتمع وبيئته، مع اتخاذ قوانين ردعية من شأنها أن تحفظ عملية جمالية التعمير. | |
| dc.description.sponsorship | L'Etat algérien a adopté de nombreuses politiques et programmes de logement qui visent, dans leur globalitéà répondre aux besoins et exigences de la population et des individus en matière de logement,La ville d'Ain Walman fait partie des villes algériennes, qui a connu une diversité de programmes de logement, tant la ville avait une part importante de logements, selon le témoignage de nombreux intervenants et acteurs. Elle s'est traduite par l'absence d'une noitacifinalp adéquate.On peut dire que les diverses violations enregistrées dans la ville sont dues à la négligence des normes d'urbanisme par les collectivités locales d'une part, ainsi qu'à la procrastination et à la mauvaise gestion d'autre part, en plus de la négligence du citoyen des règles de constructionn. En conséquence,il était nécessaire de développer des procédures qui correspondent à la demande de logements, en adoptant des projections de population et en estimant le déficit de logements, ainsi qu'en tenant compte des conditions et de l'environnement de la société, tout en adoptant des lois dissuasives qui préserveraient la reconstruction esthétique traiter. | |
