Abstract
يعتبر النقل الحضري جزءًا حيويًا من الحياة اليومية للناس، إذ يوفر الحركة والتنقل بين مختلف أجزاء المدينة الموجودة في المحيط الحضري، حيث إن الاهتمام بهذا القطاع في مدينة سطيف يكون من خلال تفعيل وبرمجة وتسيير جد مهمين للتخفيف من المشاكل التي يعاني منها، وهذا بوضع قوانين وتشريعات وتنظيمات وبرامج وتشجيع الاستثمار، وذلك عن طريق إيجاد صيغ تكامل بين أنماط النقل الحضري لتحسين الأداء والخدمة بالمدينة، والذي يعتبر الهدف الأساسي لهذه الدراسة. ولتحقيق هذا الهدف، قمنا بتسليط الضوء على وضعية أنماط النقل الحضري وملاءمة الهياكل القاعدية لشبكة النقل الحضري مع الحراك الحضري، كما تم إبراز أهمية التخطيط العمراني بالموازاة مع تخطيط النقل الحضري للوصول إلى تصورات وآليات لتنظيم النقل الحضري بالمدينة، وذلك من خلال إشراك كل الفاعلين في القطاع، بل وإعطائهم امتياز اتخاذ القرار، لأن قطاع النقل لا يكون سليمًا إلا بأصحاب الاختصاص.
Description
Urban transport is considered a vital part of people's daily lives, as it provides mobility and facilitates movement between the different parts of the city within the urban environment. In the city of Sétif, particular attention to this sector is achieved through effective planning, programming, and management in order to reduce the problems it faces. This is accomplished by establishing laws, regulations, organizational frameworks, and development programs, while encouraging investment through the creation of integrated solutions among different urban transport modes to improve the performance and quality of transport services in the city. This constitutes the main objective of the present study.
To achieve this objective, the study highlights the current situation of urban transport modes and examines the suitability of the basic infrastructure of the urban transport network in relation to urban mobility. It also emphasizes the importance of integrating urban planning with urban transport planning in order to develop visions and mechanisms for organizing urban transport within the city. This can be achieved through the involvement of all stakeholders in the sector and by granting decision-making authority to qualified professionals, as the urban transport sector can only function effectively under the guidance of specialists.
