| dc.description | The topic addressed is one of the most important issues in urban planning, as it can be applied to any Algerian city. Our study focused on urban planning violations in the city of Sétif due to its significant regional importance. Indeed, Sétif is considered one of the most prominent medium-sized cities in Algeria. Despite this status, there is a widespread occurrence of urban planning violations throughout its various neighborhoods. As a case study, we examined the El Hidhab North neighborhood and the violations recorded there, as well as their impacts, which have contributed to the deterioration of the urban fabric and the loss of architectural identity,Despite the enactment of several legal texts aimed at regulating urban space and planning certain neighborhoods through Land Occupancy Plans (POS), this has not prevented the emergence of numerous violations and infringements. It is evident that most decisions are political in nature, while the role of experts has often been marginalized in the development of effective strategies capable of addressing the urban crisis faced today,Finally, this modest work remains incomplete and requires further complementary studies that are more in-depth and analytical, focusing on the issue of urban planning violations, which constitutes a complex problem with urban, economic, and social dimensions. | |
| dc.description.abstract | يعد الموضوع المطروح من أهم مواضيع العمران، إذ يمكن إسقاطه على أي مدينة جزائرية. وقد ركزنا على المخالفات العمرانية في مدينة سطيف نظراً للأهمية الإقليمية التي تملكها، فهي تعد من المدن المتوسطة بامتياز في الجزائر، ورغم ذلك نجد انتشاراً واسعاً للمخالفات العمرانية عبر مختلف أحيائها. وكمثال على ذلك، درسنا حي الهضاب شمال والمخالفات المسجلة فيه، وأثر هذه المخالفات التي أدت إلى تدهور النسيج الحضري وغياب الهوية العمرانية، ورغم سن مجموعة من النصوص القانونية التي تضمن تنظيم المجال العمراني وتخطيط بعض الأحياء بمخططات شغل الأراضي، إلا أن ذلك لم يمنع من بروز عدة مخالفات وتجاوزات. فلا يخفى على أحد أن أغلب القرارات ذات طابع سياسي، وتم تغييب دور الخبراء في وضع خطط ناجعة للخروج من الأزمة التي يعاني منها العمران اليوم،في الأخير، يبقى هذا العمل المتواضع غير كامل، ويحتاج إلى دراسات أخرى مكملة له أكثر عمقاً وتحليلاً لمشكل المخالفات العمرانية، الذي يعتبر موضوعاً شائكاً ذا أبعاد عمرانية واقتصادية واجتماعية. | |
| dc.description.sponsorship | Le thème abordé constitue l’un des sujets les plus importants de l’urbanisme, puisqu’il peut être appliqué à n’importe quelle ville algérienne. Nous avons porté notre attention sur les infractions urbanistiques dans la ville de Sétif, en raison de l’importance régionale qu’elle occupe. En effet, Sétif est considérée comme l’une des villes moyennes les plus importantes d’Algérie. Malgré cela, on y constate une large propagation des infractions urbanistiques à travers ses différents quartiers. À titre d’exemple, nous avons étudié le quartier El Hidhab Nord ainsi que les infractions qui y sont enregistrées, et analysé leurs effets, lesquels ont contribué à la dégradation du tissu urbain et à la perte de l’identité architecturale,Malgré l’adoption de plusieurs textes législatifs visant à organiser l’espace urbain et à planifier certains quartiers à travers les plans d’occupation des sols (POS), cela n’a pas empêché l’apparition de nombreuses infractions et dépassements. Il n’échappe à personne que la plupart des décisions sont à caractère politique et que le rôle des experts a souvent été marginalisé dans l’élaboration de stratégies efficaces permettant de remédier à la crise que connaît aujourd’hui l’urbanisme,Enfin, ce modeste travail demeure incomplet et nécessite d’autres études complémentaires, plus approfondies et plus analytiques, portant sur la problématique des infractions urbanistiques, laquelle constitue un sujet complexe aux dimensions urbanistiques, économiques et sociales. | |
