| dc.description | المنطقة البحرية هي الجوهر التاريخي لمدينة الجزائر العاصمة، تشتمل على التراث المعماري الرائع الذي يعكس مرور العديد من الحضارات. حاليا الحي القديم في خطر ألنه يواجه العديد من المشاكل مثل تدهور التراث المعماري والحضري وفقدان الهوية والهيكل األصلي وحيويته. بالرغم من أن اإلجراءات في عام 0202 المتعلقة بالقانون األخير لمخطط التنمية وحفظ المناطق المحمية قد شملت التسوية النهائية للقصبة إال أنها تبقى معزولة ألنها تمس بعض التطورات الحضرية. الحي التاريخي للجزائر العاصمة يتطلب استجابة شاملة خاصة فيما يتعلق بهيكل ألطرق المساحات الشاغرة والتراث االستعماري. من أجل هذا فإن الهدف من هذا العمل هو محاولة فهم هذه اإلجراءات و أنواعها,من خالل مشاركة مختلف الجهات الفاعلة و استعمال أدوات التدخالت العمرانية التي تتمثل في القوانين وأجهزة التخطيط الحظري. هذا البحث يحتوي تعريفات للتراث العمراني ومختلف اإلجراءات و القوانين , و التخطيطات المطبقة على المنطقة المدروسة و هذا األخير يمكننا من تحديد أسباب العجز في التنمية , وبالتالي إعطاء حلول إلعادة تقييم هذه المنطقة البحرية وإحياءها. | |
| dc.description.abstract | The marine area is the historic core of the Algiers metropolitan area, with a remarkable architectural heritage reflecting the passage Numerous civilizations. Currently, the old district is in danger as it faces many problems such as deterioration of its architectural and urban heritage, loss of identity and the original structure, its dynamics. However, intervention actions were initiated in 2010 in the final settlement of PPSMVSS the casbah of Algiers remain isolated because they hit some urban developments. The historic center of Algiers then requires a comprehensive response which will support in its entirety Speaking on viaire its structure, its open spaces, its colonial heritage. This is why the aim of this work is to try to understand why he has not experienced this type of intervention through the involvement of different actors and the use of intervention tools that are legislation, planning instruments. The research focuses on definitions of urban heritage, various types of intervention, the laws and regulations on the study area, past us out the shortcomings and then give recommendations for upgrading the da marine area. | |
| dc.description.sponsorship | Le quartier de la marine, c’est le noyau historique de l’agglomération algéroise, présentant un remarquable patrimoine architectural qui témoigne du passage de Nombreuses civilisations. Actuellement, ce quartier ancien est en péril où elle rencontre de nombreux problèmes comme la dégradation de son patrimoine architectural et urbain, la perte de son identité et de sa structure originelle, sa dynamique. Cependant, des actions d’intervention ont été entamées en 2010 dans le dernier règlement du PPSMVSS de la casbah d’Alger restent isolées car elles ont touché quelques aménagements urbains. Le centre historique d’Alger nécessite alors une intervention globale qui la prendra en charge dans sa totalité en Intervenant sur sa structure viaire, ses espaces libres, son patrimoine colonial. C’est pour cela que, l’objectif de ce travail est d’essayer de comprendre pourquoi il n’a pas connu ce type d’intervention à travers l’implication des différents acteurs et l’usage des outils d’interventions qui sont la législation, les instruments d’urbanisme. La recherche porte sur les définitions du patrimoine urbain, les différents types d’intervention, les législations et réglementations sur l’aire d’étude, Ces dernières nous faire sortir les insuffisances et ensuite donner des recommandations pour la revalorisation du quartier da la marine. | |
