Abstract

Algeria is among developing countries facing deteriorating construction quality, high energy consumption in Algerian buildings, and user discomfort. The absence of technology in Algerian buildings increases their energy inefficiency, leading to higher energy consumption. This issue poses significant economic and environmental risks, exacerbating sustainability and pollution problems. This study emphasizes creating an environment conducive to research and development. The importance of this new type of building technology research and development center lies in its capacity to drive innovation and develop sustainable solutions for the construction sector. By integrating advanced technologies and improving building energy efficiency, this center plays a crucial role in reducing energy consumption, decreasing environmental impacts, alleviating occupant discomfort, and promoting ecological and sustainable construction practices. It also enhances the competitiveness of Algeria's construction sector by addressing current and future challenges in sustainability and energy efficiency.
