| dc.description | تتمحور هذه الدراسة حول تحديات التحول الرقمي في تسيير الخدمات العقارية بمديرية مسح الأراضي والحفظ العقاري لولاية سطيف، تهدف الدراسة إلى رصد وتقييم مسار التحول الرقمي عبر منصة "أملاك" وبوابة "فضاء الجزائر"، مع تشخيص العقبات التي تحول دون الوصول للإدارة الإلكترونية الكاملة، ولتحقيق هذه الأهداف اعتمدت الدراسة على المنهج الوصفي والتحليلي ومنهج دراسة الحالة، بالاستعانة بالمقابلة والملاحظة كأدوات لجمع البيانات الميدانية، حيث توصلت الدراسة إلى أن هذا التحول يواجه تحديات تقنية ترتبط بمركزية النظام وبطء الشبكة، وتحديات تشريعية تستوجب تحيين الأمر 75-74، بالإضافة إلى عقبات بشرية وتنظيمية، لتخلص إلى أن تحقيق التحول الرقمي الشامل يفرض تحديث القوانين وتطوير البنية التحتية. | |
| dc.description.abstract | This study centers on the challenges of digital transformation in managing real estate services at the Directorate of Land Registry and Real Estate Conservation in the Wilaya of Setif. The study aims to monitor and evaluate the digital transformation process through the "Amlak" platform and the " Fadaeldjazair" portal, while diagnosing the obstacles that hinder the achievement of full electronic administration. To attain these objectives, the study relies on descriptive, analytical, and case study methodologies, utilizing interviews and observation as tools for collecting field data. The study concludes that this transformation faces technical challenges linked to system centralization and slow network speeds, legislative challenges requiring the update of Ordinance 75-74, in addition to human and organizational obstacles. It ultimately highlights that achieving comprehensive digital transformation demands updating laws and developing infrastructure. | |
| dc.description.sponsorship | Cette étude s'articule autour des défis de la transformation digitale dans la gestion des services immobiliers au niveau de la Direction du Cadastre et de la Conservation Foncière de la wilaya de Sétif. Elle vise à observer et à évaluer le processus de transition numérique via la plateforme « Amlak » et le portail «Fadaeldjazair», tout en identifiant les obstacles qui empêchent d'atteindre une administration entièrement électronique. Pour réaliser ces objectifs, l'étude s'appuie sur les approches descriptives, analytique et l'étude de cas, en utilisant l'entretien et l'observation comme outils de collecte de données sur le terrain. L'étude examine que cette transformation se heurte à des défis techniques liés à la centralisation du système et à la lenteur du réseau, à des défis législatifs nécessitant la mise à jour de l'ordonnance 75-74, en plus d'obstacles humains et organisationnels. Elle conclut que la réussite d'une transformation digitale globale exige impérativement la modernisation des lois et le développement des infrastructures. | |
