Abstract
يُعدّ التخطيط والتنظيم المجالي من أهم انشغالات الباحثين والمهيئين اليوم، نظراً للتغيرات المستمرة التي يشهدها المجال الحضري سكانياً، واقتصادياً، واجتماعياً. ومن أجل التحكم في هذه الفضاءات الحضرية، اهتم المخططون بتغطية الأقاليم بشبكة الطرق، نظراً لدورها الوظيفي في تنظيم وهيكلة المجال. فسياسة التهيئة المجالية تُبنى على أساس سياسات تجهيز تقوم على بناء شبكات الطرق، وتطوير أنظمة النقل من أجل رفع كفاءتها لتلبية احتياجات النقل المتزايدة للأفراد والسلع، فالتحدي اليوم ليس في بناء الشبكات فحسب، بل في تسييرها ورفع كفاءتها،في النطاق الحضري لمدينة سطيف، الذي يشهد في السنوات الأخيرة تمدداً عمرانياً كبيراً، نجد شبكة طرق هامة تربط المراكز العمرانية المختلفة، وتتكون من محاور أساسية وأخرى تختلف في القيمة والأهمية. كما نلاحظ تأثيراً مباشراً لهذه الشبكة على التمدد العمراني لهذه التجمعات، وهذا ما يقودنا إلى طرح تساؤل حول دور وتأثير وفعالية شبكة الطرق في التمدد والتوسع العمراني لمدينة سطيف على حساب نطاقها الحضري،ومن خلال ما تقدم، يحاول هذا البحث إلقاء الضوء على شبكة الطرق في مدينة سطيف ونطاقها الحضري ودورها الوظيفي، من خلال دراسة خصائص شبكة الطرق من حيث توزيعها المجالي، وكثافتها، والتحليل المكاني لها، كما تطرقنا إلى حراك السكان على مستواها. ثم قمنا بتحليل العلاقة بين نمو التجمعات العمرانية وتطورها العمراني والوظيفي وشبكة الطرق المهيكلة للمجال، من خلال قياس الديناميكية العمرانية وربطها بعدة متغيرات، أهمها كثافة شبكة الطرق، إضافة إلى دراسة علاقة شبكة الطرق بالنقل والحراك من خلال التدفقات التي لها تأثيرات قوية على المجال، فضلاً عن أهم الاستثمارات والمشاريع التي شهدها النطاق الحضري لمدينة سطيف في مجال شبكة الطرق، خاصة في السنوات الأخيرة.

Urban planning and spatial organization have become among the primary concerns of researchers and planners due to the continuous demographic, economic, and social changes affecting urban areas. In order to control and manage these urban spaces, planners have focused on providing territories with efficient road networks because of their functional role in organizing and structuring space. Spatial planning policies are therefore based on the development of road infrastructure and the improvement of transportation systems to enhance their efficiency in meeting the growing mobility needs of both people and goods. Today, the challenge lies not only in constructing road networks but also in managing them effectively and improving their performance.
Within the urban area of Setif, which has experienced significant urban expansion in recent years, there exists an important road network connecting the various urban centers. This network consists of major and secondary roads that differ in terms of their hierarchy and importance. It is also evident that this network has had a direct influence on the urban growth and expansion of these settlements. This situation raises the question of the role, impact, and effectiveness of the road network in guiding and influencing the urban expansion of the city of Setif within its urban area,Based on the above, this research aims to shed light on the road network in the city of Setif and its urban area, emphasizing its functional role through the study of the network's characteristics, including its spatial distribution, density, and spatial analysis. The study also examines population mobility within the network. Furthermore, it analyzes the relationship between the growth and urban-functional development of urban settlements and the structuring road network by measuring urban dynamics and relating them to several variables, particularly road network density. In addition, the research investigates the relationship between the road network, transportation, and mobility through the analysis of traffic flows and their significant impacts on urban space. Finally, it reviews the major investments and infrastructure projects implemented within the urban area of Setif in the field of road networks, especially those carried out in recent years.
