Abstract

The issue of housing policy in Algeria and the magnitude of the deficits generated both quantitative and qualitative needs which are so critical (deficit of 2 million units according to 179 statistics MUCH) challenges us to grasp both analytical retrospective to assess first the impact of previous policies, and then measure the real impact of current actions. That is why we will take care to dissect policy responses to the crisis earlier and see if the government was actually given the means, both material and institutional, for resorption. This will led us constantly, without doubt, ask us about the procedures and paradoxes previous USIT and to what extent they had achieved the objectives that have been assigned. Then we will understand in a comprehensive manner the current experience of housing production and new modes including all started a decade. This new approach has resulted in a completely opposite to old practices dear to the command economy. Because the government, this time, were oriented in the production of housing, new mechanisms to strictly anti-monopoly in form and very economical in their content. Finally, we intend to deepen our research supporting these new mechanisms and especially those inherent to the modality of participatory social housing (LSP). This new housing production will husked both in its architectural dimension, social and especially economic compared to all regulations govern its financial structures, content, objectives and limits, and finally the impact on the architectural quality of housing.
