Abstract
The problem of obsolescence and degradation of the heritage of historical centers colonial or traditional with regards to the heritage which is the founding element of the past, present, and future generations, which requires awareness and an intervention strategy to retain, protect and enhance it. The example of the old city of Constantine and specifically the old street which contains the Bey Palace with his ex-site. It represents a shining example to measure the neglect and deterioration of the architectural heritage. This doesn't reflect the value of the palace which is a historical monument. The objective of this work is to find the different interventions that can improve the urban context of the Palace, and gives to its exterior the true meaning of a public space. Our study has focused initially on a theoretical basis of study that defined the notions and concepts related to our theme. Then we analyzed our case study in order to understand the context, identify problems and define the types of interventions needed to make the value of the monument exists. The analysis of our case study enabled us at the end to suggest the reconversion of the project (council officers) that fits the context and enhances its value in the city of Constantine and aims also to make the public space Place of Bey visited and more frequent.
