Abstract
In a constantly evolving urban context, the ground floor of public facilities plays a fundamental role in the relationship between architecture and public space. These socles, in direct contact with the city, must be conceived as open, fluid, and accessible interfaces. This study focuses on fluidity and permeability in the design of ground floors, as architectural tools that can enhance the integration of public facilities into their immediate environment. We first analyzed the historical evolution of the ground floor in Algeria, showing how social, economic, and urban transformations have influenced its form and uses. Then, a theoretical reflection was developed through the study of key concepts such as spatial transparency, building porosity, and functional continuity. This theoretical foundation allowed for the development of an analytical grid applied to a corpus of reference projects. A field survey conducted in Sétif, including on-site observations, interviews, and flow recordings, complemented this approach. The proposed architectural project aims to rethink the public facility's base as a permeable and mixed-use space, hosting a variety of functions (cultural, social, commercial) while encouraging free circulation, civic appropriation, and urban inclusion. The result is a building that is contextually grounded, flexible in form, and open in its
relationship with the city.
