| dc.description | Algerian cities have undergone significant spatial and functional transformations, making it essential to improve the quality and performance of urban public transportation as a vital tool for enhancing urban development. Attention to this sector requires the implementation of effective management programs and planning strategies aimed at reducing the problems affecting urban public transport.The city of El Eulma was selected as the case study for several reasons. First, it does not suffer from topographical constraints, and its road network covers the entire urban fabric. Moreover, it hosts most of the major public and private facilities and is considered one of the most important commercial and industrial hubs in eastern Algeria The limited contribution of the public sector has aggravated the crisis and the problems facing urban public transportation in El Eulma. In addition, the private sector has failed to provide comprehensive coverage of the city or to deliver high-quality services and satisfactory treatment to citizens, despite its financial capacity and its potential to invest in and develop this sector As students in the field of Regional and Urban Planning, we conducted this research in an effort to identify the main problems experienced by citizens regarding urban public transportation in El Eulma, one of the major cities in eastern Algeria. We also proposed a number of solutions that could contribute to addressing these challenges and promoting better urban development through the improvement of the urban public transportation system. | |
| dc.description.abstract | لقد عرفت المدن في الجزائر تحولات هامة من الناحية المجالية والوظيفية، مما جعلها تكون بأمسّ الحاجة إلى تطوير نوعية وأداء النقل الحضري الجماعي، باعتباره أداة حيوية للرقي بالمدينة، ويكون الاهتمام بهذا المجال عن طريق وضع برامج وخطط تسيير للتخفيف من المشاكل التي يعاني منها هذا القطاع،ولقد اخترنا مدينة العلمة بالتحديد مجالًا لهذه الدراسة، وذلك لعدة أسباب، من أهمها اعتبارها مدينة ليس لها إشكال في مجالها الطبوغرافي، إضافة إلى أن شبكة الطرق تغطي كامل النسيج العمراني الموجود بها، فضلاً عن تمركز أغلب التجهيزات العمومية والخاصة الكبرى فيها، وكونها أهم قطب تجاري وصناعي في الشرق الجزائري،فغياب مساهمة القطاع العمومي زاد من حدة الأزمة والمشاكل التي تعاني منها مدينة العلمة في مجال النقل الحضري الجماعي، حيث إن القطاع الخاص لم يحقق التغطية الكاملة للمدينة، ولم يقدم الخدمة الجيدة والمعاملة الحسنة للمواطن، رغم الإمكانيات المالية التي يمتلكها، والتي تمكنه من الاستثمار في هذا المجال وتطويره بالإمكانات المتوفرة،وكطلبة في ميدان تهيئة الإقليم والمدينة، قمنا بهذا البحث وبذلنا جهدًا للوصول إلى أهم المشاكل التي يعاني منها المواطن في قطاع النقل الحضري الجماعي بهذه المدينة، التي تعد من أهم مدن الشرق الجزائري، كما اقترحنا بعض الحلول التي يمكن أن تساهم في معالجة هذه المشاكل، والمضي قدمًا نحو مدينة أفضل في مختلف المجالات، انطلاقًا من تطوير قطاع النقل الحضري الجماعي. | |
| dc.description.sponsorship | Les villes algériennes ont connus un développement important dans tous les aspects, surtout en matière de transport et mobilité. Cette recherche tente faire le diagnostic sur la question du dysfonctionnement des transports collectifs urbains à El Eulma. Les caractéristiques du réseau voirie, qui recouvre l'ensemble du tissu urbain de la ville, les pôles générateurs de mobilité urbaine à El Eulma seront analysés. L’amélioration du niveau de service offert et l’extension du périmètre de couverture du transport collectif urbain pour desservir les zones urbaines nouvelles, et le développent des infrastructures routières sont les solutions préconisés. Le développement d’une mobilité urbaine durable s’impose comme objectif principal. Le transport urbain constitue la clé de succès pour la ville d’El Eulma. | |
