Abstract
تشهد مدينة سطيف على مستوى قطاع النقل الحضري ازدواجية المتعاملين، المتعامل العام الذي ينطوي تحت ظل المؤسسة العمومية للنقل الحضري والشبه الحضري والمتعامل الخاص التابع للقطاع الخاص، هذه الازدواجية تخلق تنافس كبير وتضييع فرص التكامل بين القطاعين. مما أدى إلى تفاقم المشاكل التي حالت دون تحسين جودة الخدمة العمومية ودون تطوير قطاع النقل الحضري في مدينة سطيف. ولدراسة إمكانية تحقيق هذه الشراكة بين القطاعين العام والخاص تم اعتماد طريقة دالفي لتحليل النتائج والخروج باقتراحات فعالة كتفعيل سلطة ضبط النقل الحضري التي أصبحت حل إجباري لتحسين أداء النقل الحضري في المدينة من خلال مهامها التنظيمية والتطويرية وتدمج بين المنطق العمومي والخاص.

Description
In the transportation sector at the urban level in Setif, there is a duality of operators: the public operator under the Public Urban and Suburban Transport Company, and the private operator affiliated with the private sector. This duality creates significant competition and hampers opportunities for integration between the two sectors. Consequently, problems have worsened, hindering the improvement of public service quality and the development of urban transportation in Setif. To explore the possibility of partnership between the public and private sectors, the Delphi method was adopted to analyze results and generate effective proposals. Activating the authority of urban transport regulation has become imperative to enhance urban transportation performance in the city through its regulatory and developmental tasks, bridging between the public and private sectors.
