Abstract
This study analyzes the effectiveness of industrial policy in achieving economic diversification in Algeria from 2000 to 2025. The findings reveal that industrial policy has struggled to achieve meaningful diversification despite the substantial financial resources allocated to development programs. This failure is primarily attributed to insufficient focus on high value-added sectors, as the economy remains heavily reliant on hydrocarbons. Furthermore, a critical factor contributing to this inefficiency is the lack of inter-ministerial coordination, often driven by conflicting interests. Additionally, excessive centralization of decision-making and administrative complexities arising from bureaucratic practices have significantly hindered policy implementation. This has resulted in a pronounced implementation gap between stated objectives and practical outcomes. The study concludes that adopting a comprehensive industrial policy that shifts away from hydrocarbon dependency is essential for achieving genuine and sustainable economic diversification.

تهدف هذه الدراسة إلى تحليل مدى فعالية السياسة الصناعية في تحقيق تنويع اقتصادي في الجزائر خلال الفترة 2025-2000 ، وظهر بأن السياسة الصناعية قد فشلت في تحقيق التنويع الاقتصادي رغم الأموال الضخمة التي ضخت في البرامج التنموية، لأنها لم تولي القطاعات ذات القيمة المضافة اهتماما كبيرا وبقيت مرتكزة على قطاع المحروقات . كما أن من أكثر العوامل التي ساهمت في عدم تفعيلها هو عدم التنسيق يبن الوزارات بسبب تضارب المصالح بينها، كما أن المركزية وتركيز القرار وكثرة التعقيدات الإدارية بسبب البيروقراطية كان له الأثر البالغ على مسارها مما خلق فجوة تنفيذية عميقة بين ما هو مسطر من أهداف وما هو محقق على أرض الواقع. ولقد خلصت الدراسة إلى ضرورة تبني سياسة صناعية طموحة بعيدا عن المحروقات لتحقيق تنويع اقتصادي حقيقي وفعال.
