| dc.description | يعتبر قطاع النقل من أبرز وأهم العناصر الفاعلة في التنمية الاقتصادية لدوره في تنشيط الحركة الاقتصادية والاجتماعية للساكنة.كما أن القطاع مرتبط بجوانب عديدة ذات صلة بالمحيط المباشر تترتب عليه علاقات كمية و نوعية تضمن الصيرورة الحسنة و المنتظمة لمنظومة النقل بمختلف عناصرها : وسائل النقل و المورد البشري، البنية التحتية، الزبائن ومنظومة الامداد. و نظرا للحركية المستمرة لعناصر المدينة من متغيرات السكان و الانشطة التجارية و حاجات الاستثمار في قطاع النقل قصد تحقيق التزازن المأمول بين المتغيرات السابقة الذكر. يحاول البحث تقييم تجربة ادخال قطاع السكك الحضرية أي التراموي في مدينة سطيف. | |
| dc.description.abstract | Le secteur des transports est l'un des facteurs les plus importants du développement économique et social. Le secteur est également lié à de nombreux aspects et à l'environnement immédiat, qui implique des relations quantitatives et qualitatives qui assurent un développement bien ordonné du système de transport avec ses différents éléments, (moyens de transport, infrastructures, clients, système logistique et ressources humaines). Compte tenu de la dynamique urbaine et commerciale, une nouvelle demande de moyens de transport émerge nécessairement, ce qui engendre une logique d'investissements dans le secteur des transports afin d'atteindre l'équilibre espéré entre les variables précitées. Cet article tente d'évaluer le processus d'introduction du secteur ferroviaire urbain (tramway) dans la ville de Sétif. | |

The sector is also linked to many aspects and to the immediate environment, which involves quantitative and qualitative relationships that ensure a well-ordered development of the transport system with its various elements, (means of transport, infrastructure, customers, logistics system and human resources). Given the urban and commercial dynamics, a new demand for means of transport necessarily emerges, which generates a logic of investments in the transport sector in order to achieve the desired balance between the aforementioned variables.
