Abstract
قد أصبح موضوع قوانين التعمير وأدواته، وعلى رأسها المخطط التوجيهي للتهيئة والتعمير، ودوره في التنمية المحلية، أحد أهم المواضيع التي تناقش مستقبل العمران في الجزائر،حيث سمحت لنا الدراسة العميقة لحالة المخطط التوجيهي للتهيئة والتعمير الخاص ببلدية قنزات، وحالة التنمية فيها، بالتعرف على التناقض الكبير ما بين قوانين التهيئة والتعمير ومدى تطبيقها على أرض الواقع، مما تسبب في غياب التنمية المحلية بالمنطقة والمشاريع التنموية، مما يوضح عجز أدوات التهيئة والتعمير عن تسيير المجال العمراني، وعدم إشراك مختلف الفاعلين المحليين في اتخاذ القرارات.
Description
The issue of urban planning laws and their instruments, particularly the Master Plan for Land Use Planning and Urban Development (PDAU), and its role in local development, has become one of the most significant topics concerning the future of urban development in Algeria. A comprehensive study of the Master Plan for Land Use Planning and Urban Development of the Municipality of Guenzet and the state of its development enabled us to identify the major discrepancy between urban planning laws and their actual implementation on the ground. This has resulted in the absence of local development and development projects in the region, highlighting the inability of urban planning instruments to effectively manage urban space, as well as the failure to involve the various local stakeholders in the decision-making process.
