Abstract

In Setif, the APC park site presents a paradoxical situation: although strategically located, it functions as a partially enclosed urban wasteland, where fencing and partial abandonment create a break in the continuity of the surrounding fabric. Its lack of openness and visibility limits its use and potential. In light of this observation, this study proposes a new urban composition based on the principles of permeability, centrality, and functional diversity. The project aims to open up the site by creating physical and visual links and openings to neighboring neighborhoods, and to prioritize traffic flows to encourage soft mobility. The installation of structural facilities and a variety of public spaces within an open block will transform this site into an attractive and integrated hub.
