Abstract

This study centers on the challenges of digital transformation in managing real estate services at the Directorate of Land Registry and Real Estate Conservation in the Wilaya of Setif. The study aims to monitor and evaluate the digital transformation process through the "Amlak" platform and the " Fadaeldjazair" portal, while diagnosing the obstacles that hinder the achievement of full electronic administration. To attain these objectives, the study relies on descriptive, analytical, and case study methodologies, utilizing interviews and observation as tools for collecting field data. The study concludes that this transformation faces technical challenges linked to system centralization and slow network speeds, legislative challenges requiring the update of Ordinance 75-74, in addition to human and organizational obstacles. It ultimately highlights that achieving comprehensive digital transformation demands updating laws and developing infrastructure.
