Abstract

The old town of Constantine full mark; the city of Arab Muslim character. It's a bit as the legacy of ancient civilizations of this city. It's a memory or a reference system that has staked its passage through various stations civilization that carries within the old city of Constantine. The old quarter of the city, due to its central location and historic significance, symbolic and socio cultural. Despite its state of degradation, it keeps an identity crucial. The centrality of the city, the visual landscape and the scene it offers on the throats of rumhel, its morphology ... makes it even more essential than it gives the appearance However, actions of intervention were started in 1974and 2015 in the field of Constantine Capital of the Islamic culture (2015), but these interventions remain insulated because it the historic buildings and some urban developments touched. The historical city of Constantine needs then a total intervention while intervening on the various fields economic, social, cultural and environnemental. For that, the aim of this work is to try to understand why it did not undergo this type of intervention, through the implication of the various actors and the use of the tools interventions which are the legislation, the instruments of town planning and the modes of financing. Research will concern the definitions of the urban inheritance, the different types of intervention, international, national and local actors, tools used, international and national legislation and regulation, documents of town planning's, them financial arrangements as well as the case study of international experiment presenting good steps and an effective strategy which will allow to compare them with the case of the historical city of Constantine to find insufficiencies and then to give recommendations for the safeguard of this latter. Currently, the city is in danger she faces many problems such as the deterioration of its assets, the loss of identity and structure original.
